South Africa is Africa's most developed hiring market, with a large English-speaking talent pool in Johannesburg and Cape Town, strong finance, technology and customer-support sectors, and time zones that overlap with Europe.
Statutory employer costs are low: unemployment insurance (UIF), the Skills Development Levy and workers' compensation (COIDA) together add only a few percent to salary. There is no mandatory employer pension contribution, although retirement funds and medical aid are common benefits.
The bigger consideration is dismissal law: under the Labour Relations Act, a dismissal must be both substantively and procedurally fair. An Employer of Record (EOR) can employ your hire under a South African contract and run payroll, so you don't need a company first. Figures link to official sources. We do not test or use the providers listed; see our methodology.
An Employer of Record is a company with a South African entity that employs staff on behalf of foreign businesses. It issues the employment contract, registers with SARS for PAYE, UIF and SDL, registers with the Compensation Fund for COIDA, runs payroll and handles leave and terminations under South African law.
You direct the employee's work; the EOR carries the formal employer obligations and invoices you monthly.
Labour broker (temporary employment service) rules can apply to arrangements where one company supplies workers to another. Ask the provider how its model is structured and who carries liability.
South African employment cost has three layers: gross salary, statutory employer contributions (UIF, SDL and COIDA) and the EOR fee. Common benefits such as a retirement fund contribution and medical aid are optional but expected for many professional roles.
UIF stops at a monthly earnings ceiling, so it is a smaller share of higher salaries.

What these figures include and exclude
- Employee UIF (1%) and income tax (PAYE) are deducted from the employee's pay and are not employer costs.
- There is no mandatory employer pension or health contribution, so total statutory employer costs are low. Budget separately for any retirement fund or medical aid you offer.
- Packages are often quoted as cost to company (CTC). Check whether a candidate's expected figure includes benefits.
- Severance is only required for dismissals for operational requirements (retrenchment): at least one week's pay per completed year of service.

The usual alternative is a private company ((Pty) Ltd) registered with the Companies and Intellectual Property Commission (CIPC), or registering a foreign company as an external company. You also need SARS registrations for income tax, PAYE, UIF and SDL, and Compensation Fund registration.
Ongoing costs include accounting, annual CIPC returns, tax filings and payroll. Exchange control rules apply to moving money in and out of South Africa. The corporate income tax rate is 27%.
| Factor | Employer of Record | South African (Pty) Ltd |

An EOR usually fits whenโฆ
- You're hiring one to a few people in South Africa
- You want someone to start quickly while you test the market
- You'd rather not manage South African payroll and SARS registrations
A South African (Pty) Ltd usually fits whenโฆ
- You plan a team of five or more
- You'll sell to South African customers and need to invoice locally
- You want a long-term hub for Africa or a Europe-timezone support team
For a step-by-step version of this calculation, see EOR vs local entity: a break-even framework.

South Africa is one of the cheapest markets in our guides for statutory employer costs: UIF, SDL and COIDA add only a few percent to salary. Through an EOR, total cost depends mostly on the benefits you offer and the provider's fee.
The South Africa-specific issue is dismissal: a fair reason and a fair procedure are required, and disputes go to the CCMA. Choose a provider with a clear disciplinary process and clear cost terms.
If you're building a team, compare an EOR against your own company early with our EOR vs local entity guide. For other markets, see the Philippines and India.
