Italian employment costs come from three places: INPS contributions of about 27% of pay, the TFR severance accrual of about 7.4%, and the national collective agreement (CCNL), which sets minimum pay, the number of salary payments, probation and notice.

Italy also regulates how one business places workers under another's direction (somministrazione di lavoro), so the best EOR for Italy can explain clearly how its structure complies, and is transparent about the CCNL it applies and how the TFR is invoiced.

  1. 1

    How the structure complies

Ask whether the provider is an employment agency authorised under Legislative Decree 276/2003, or how else its Italian model complies with the labour-supply rules. Get the answer in writing.

  2. 2

    Which collective agreement

Confirm which CCNL and job level the provider will apply, because they set minimum pay, 13th and 14th salaries, probation and notice.

  3. 3

    TFR handling

Check whether the TFR is accrued and invoiced monthly, held by the provider or paid to a pension fund, and how it is settled when employment ends.

  4. 4

    Dismissal costs

Unfair dismissal can cost 6 to 36 months' pay. Agree upfront who bears termination costs.
