Hong Kong's statutory employer costs are low: the main one is the employer's MPF contribution. The change to watch is that, for employment starting on or after 1 May 2025, MPF benefits can no longer offset severance or long service payments, so those payments are now a real additional cost.

The best EOR for Hong Kong is clear about how it accrues for severance and long service payments, and applies the Employment Ordinance on holidays, leave and notice.

EOR services in Hong Kong at a glance

  • The 5 providers shortlisted here publish starting fees of US$199โ€“699 per employee per month (about HK$1,600โ€“HK$5,500 at the US Treasury rate of 30 September 2026).
  • Mandatory employer costs add about 4% on top of a salary of HK$480,000.
  • Key issue: Severance and long service payments can no longer be offset with MPF contributions.
  • Hiring a team? Compare EOR fees with running your own Hong Kong limited company or branch in the EOR vs entity calculator.
  1. 1

    Severance and long service payments

Each is two-thirds of the last month's wages (capped at HK$22,500 a month) per year of service, up to HK$390,000. Ask how the provider accrues for them and who pays.

  2. 2

    MPF

Ask how the provider enrols the employee in an MPF scheme and shows the employer contribution on invoices.

  3. 3

    Statutory holidays and leave

There are 15 statutory holidays in 2026, and annual leave rises from 7 to 14 days with service. Check the contract reflects both.

  4. 4

    Visas

If your hire needs a work visa, ask whether the provider can sponsor it and what it charges.
