- A foreign company can register as an employer in Sweden without a Swedish subsidiary. Skatteverket requires registration where the business has employees permanently resident in Sweden, a permanent establishment there, or Swedish or seconded employees without one.
- Payroll is filed monthly, per employee. The employer declaration (arbetsgivardeklaration) is due by the 12th of the following month for businesses with turnover up to SEK 40 million, with later dates in January and August, and the tax and contributions are paid by the same day.
- Employer contributions are 31.42% of gross pay with a permanent establishment, or 18.8% without one, according to Skatteverket.
- Published payroll prices run from US$9 to US$29 per employee a month (Playroll lowest). These are global starting prices, not Sweden quotes. An EOR, which employs the person for you, starts at US$199 a month in our Sweden guide.
Skatteverket says a business must register as an employer if it has employees who are permanently resident in Sweden, has a permanent establishment in Sweden, has Swedish employees or seconded employees in Sweden without a permanent establishment, or needs to deduct tax on employees' salaries and benefits. It says to register once you have signed a contract of employment.
A non-Swedish business registers through the e-service "Registration of foreign companies in Sweden", which also covers F-tax and VAT, or on paper with form SKV 4632 (Tax application โ limited tax liability in Sweden). If you employ or second someone who isn't a citizen of an EU/EEA country or Switzerland, you also notify Skatteverket on form SKV 1160.
Each month the employer files an employer declaration at individual level, reporting each employee's pay, the tax deducted and the employer contributions. Skatteverket's deadlines depend on turnover:
| Business | File by | Pay by |
|---|---|---|
| Turnover up to SEK 40 million | The 12th of the month after payday (17th in January and August) | The same day |
| Turnover above SEK 40 million | The 26th of the month after payday | The 12th (17th in January) |
Skatteverket says the rate depends on whether the business has a permanent establishment in Sweden: 31.42% of each employee's gross salary with one, and 18.8% without one. The 2026 full rate is broken down on our Sweden employer rates page; the 18.8% equals the full rate without the 12.62% general payroll fee.
At our Sweden guide's mid-level salary of SEKย 600,000, employer contributions and the holiday supplement come to 32.3% of salary, or SEKย 793,895 a year in total, before any occupational pension under a collective agreement.
An employer based outside Sweden without a permanent establishment can sign a social security agreement with its employees in Sweden. The employee then declares and pays the employer contributions themselves and must register to do so within two weeks of signing (form SKV 4738).
The agreement doesn't remove the payroll work: the employer must still deduct preliminary tax, and where the employee works in Sweden, file the monthly employer declaration and an annual statement of earnings and deductions.
Global payroll providers run payroll for employees you employ yourself, so in Sweden the employer is your own company, registered with Skatteverket as above. These are the starting prices each publishes, per employee a month:

With a payroll provider, your company is the employer: it registers, signs the contract and carries the employer's obligations under Swedish law. With an Employer of Record, the provider's Swedish entity employs the person and runs payroll itself. Published EOR prices in our Sweden guide run from US$199 (RemoFirst) to US$699 a month, against US$9โUS$29 for payroll.
Through an EOR in Sweden, the rule to check is equal treatment for agency workers and the collective agreements that set pay and pensions; our Sweden guide explains it with the official sources.
